今天，库叔就给大家科普一下，“省委书记”、“厅长”、“局长”这些官场名词怎么翻译中央委员的行政级别，它们之间又是什么关系。

“书记”是非常有中国特色的政治称谓，其实就是“秘书”，所以用secretary就可以了。

“汉东省委”的全称是“中国共产党汉东省委员会”，其实也就是“汉东省级党委会”。

“省级”对应的英文是provincial；“党委会”可以表达为Party Committee；那么“汉东省委”比较标准的英文表达就是“Handong Provincial Party Committee”。

“汉东省委书记”的表达就出来了：Secretary of Handong Provincial Party Committee（注意：这是一个专有名词，所以要大写首字母）。

官职中的“书记”还有一个相对简单的表达：party chief，指党委书记。因此中央委员的行政级别，“汉东省委书记”也可以称为theHandong ProvincialParty Chief，或theParty Chief ofHandong Province。

这里我们顺便学习下secretary的相关表达。

总书记用general secretary来表示；如：

中共中央总书记

the General Secretary of the Central Committee of the Communist Party of China

而秘书长正好倒过来，是secretary general，如：

联合国秘书长

the Secretary General of the United Nations

还有许多职务从中文字面看并没有“秘书”字样，但英语仍需用secretary，如：

►美国国务卿the Secretary of State

►美国财政部长the Secretary of Treasury

►美国教育部长the Secretary of Education

►美国国防部长the Secretary of Defense

“汉东省委副书记”比较容易翻译，在刚才“汉东省委书记”前面加上一个“副”字就好了。

而“副”在英文中有这么几个词：vice, deputy, associate。

一般来说，vice使用较广，比如副总统（vice president）、副总理（vice premier）、副部长（vice minister）、副省长（vice governor）、副校长（vice principal）。

学术头衔的“副职”通常用 associate，比如说：副教授（associate professor）、副研究员（associate researcher）。

而跟director、dean、secretary搭配的“副职”，通常用deputy。

根据这个规律，“汉东副省委书记”我们可以说：the Deputy Secretary of Handong Provincial Party Committee，或theDeputyParty Chief ofHandong Province。

另外，育良书记还是“政法委书记”。这个“政法委”怎么翻？

“政法委”对应的英文是Political and Legal Affairs Commission，“汉东省政法委”即the commission for political and legal affairs of the CPC Handong provincial committee。

“汉东省政法委书记”就可以说成：the head/secretary ofthe commission for political and legal affairs of the CPC Handong provincial committee。

达康书记是省委常委，“省委”的英文表达刚才搞定了，那么“常委”用英语怎么说？

其实“常委”就是“常务委员会”的简称，英语叫standing committee，这个standing不是“站立的”，而表示“固定的”意思。

“汉东省委常委”就可以说成Member of the Standing Committee of Handong Provincial Party Committee。

“京州市委书记”这个职位，套用刚才省委书记的说法，把“省级”（provincial）换成“市级”（Municipal）就可以了，全称是：the Secretary of Jingzhou Municipal Party Committee。

“检察院”的英文名词特别长，叫procuratorate，而“检察院”任职的“检察官”叫“procurator”，那么“检察长”就是所有检察官的头，自然就是：chief procurator，或者general procurator。

“汉东省人民检察院”中央委员的行政级别，the People's Procuratorate of Handong Province，因此，“汉东省人民检察院检察长”的英文即theChief Procurator of the People's Procuratorate of Handong Province。

“厅长”的职务，可以用“director”来表示。那么“汉东省公安厅厅长”就可以说：the Director of Handong Public Security Department。

“反贪局”是一个中国特色的部门，很特殊，它的全称是“反贪污贿赂局”，这个部门是检察院的内设机构，因此翻译时需要在后面加上“检察院”。

侯亮平有两个身份，一个是汉东省人民检察院反贪局局长，这个反贪局是汉东省人民检察院下面的，因此翻译为：the Bureau Against Corruption and Bribery of the People's Procuratorate of Handong。

那么“局长”怎么说呢？其实外国的行政级别不像中国分得那么细致，“厅长”、“司长”、“局长”他们都用一个词：director，因此“汉东省人民检察院反贪局局长”我们可以翻译为：theDirector of theBureau Against Corruption and Briberyof the People's Procuratorate of Handong。

另一个身份是最高检反贪局侦查处处长，这个反贪局更高一级，是最高检下面的，翻译为：the General Bureau Against Corruption and Bribery of the Supreme People's Procuratorate。

“侦查处”可以翻译为：the Investigation Division，“处长”我们仍用director来表示，因此“最高检反贪局侦查处处长”译作：the Director of the Investigation Division of the General Bureau Against Corruption and Bribery of the Supreme People's Procuratorate。

按照法律，中国官员分为国家级、省部级、厅局级、县处级和乡科级，每级还分正副职，所以总共有十级。

一般来说，副省部级及以上统称为高级干部，不过正厅局级实际上也被囊括在内。

国家主席、国务院总理、全国人大常委会委员长、全国政协主席及其他中央政治局常委都是正国级。

副国级的官员就更多了。

除了国家副主席、副总理等，最高法和最高检的一把手也都属于副国级。

此外，身为中央政治局委员的各直辖市市委书记也都属此列。

一个省常委、政府、人大、政协的一把手都是正省部级，这就是“四套班子”。

像被称为自治区主席、银行行长、局长、主任的官员，也有可能是正省部级。

国务院下属部委中，名字叫“某部”和“某总局”的单位是正部级，叫“某局”的一般是副部级。

不过叫“副部长”不一定就是副部级，国务院各部委中，有些部委的副部长也都是正部级。

在中国，市委书记很多，但是他们的级别却不一样，这一般是由其所在机构的行政级别决定的。

那这十个级别对应的英文表达是什么呢？
